I'm looking at syncing 15 iPads in district. My question-run off 3 accounts? or have district buy in bulk & give out codes?

"Each device does not have to have its own account. Once the apps are purchased through the VPP store, Apple provides you with as many codes as you purchase. You can actually use just one code in iTunes, and then distribute them to as many devices as…"
